For anyone building a wind farm, it might seem an unnecessary piece of advice - put it somewhere windy. Astonishingly, however, many turbines are going up on sites which are simply not breezy enough, energy consultants have claimed. They say farms are being built in the “wrong places” because of the pressure to hit Government targets in the race to produce green energy. Michael Jefferson, an independent engineering consultant and former economist for Shell, said the industry often exaggerated the amount of energy each farm would supply. Only five wind farms in the east of England achieve load factors of 30 per cent or more: “That’s just five out of 25,” he said. To cope with the variation in wind energy over a normal day, gas and coal generators would need to be turned on and off continually. “They are not designed for that, and the net effect is to put them under mechanical strain and also increase their carbon dioxide,” said Mr Oswald. Virginia Tech - Second Report

Here’s the first report, don’t ask me what the difference between the two is. So after four months of navel gazing, meetings, hand-holding, singing kumbaya, pie graphs and flow charts, this is pretty much all they got.

“Warning the students, faculty and staff might have made a difference. However, the report concluded that while alerts might have helped students and faculty to protect themselves or alert authorities of suspicious activity, a lockdown of the 131 buildings on campus was not feasible. Gunman Seung-Hui Cho was also an insider, a student with an ID card to access campus buildings and the ability to get the same messages as everyone else. He could have gained access to a dormitory or begun shooting people in the open, the report said. The governor’s panel sharply critiqued the university’s counseling center, where Cho was referred for treatment in 2005 after a stretch of bizarre behavior and concerns that he was suicidal. The panel concluded that the counseling center failed to provide needed support and services to Cho, due to a lack of resources, misinterpretation of privacy laws and passivity. The report said the university’s emergency response plan was deficient in several respects… It also did not include a threat assessment team. Source.

Shiite cleric Muqtada al-Sadr has ordered a six-month suspension of activities by his Mahdi Army militia in order to reorganize the force, and it will no longer attack U.S. and coalition troops, aides said Wednesday. The aide, Sheik Hazim al-Araji, said on Iraqi state television that the goal was to “rehabilitate” the organization, which has reportedly broken into factions, some of which the U.S. maintains are trained and supplied by Iran. A majority of Americans say the United States can win the war in Iraq, but the country is sharply divided along party lines about every aspect of the war, according to a United Press International/Zogby poll released today. The poll shows 54 percent of Americans said the war is not lost. However, among Democrats, 66 percent said the mission has failed already, compared to 9 percent of Republicans who shared that view. Most Democrats — 86 percent — said the surge was failing, a view echoed by Senate Majority Leader Harry Reid, Nevada Democrat, and House Speaker Nancy Pelosi, California Democrat. A makeshift placard hung around his neck with a piece of string announces the reason for his treatment. It is a very public humiliation, and a medieval one. Almost ten years since Northern Ireland’s Troubles officially ended, this remains the crude face of justice on the streets of south Belfast.

This man was subjected to the painful tarring and feathering on the Taughmonagh estate, a loyalist stronghold in the city. Locals had accused the victim, who is in his thirties, of being a drug dealer. And when police allegedly did not act, they took the law into their own hands. Source.

A corrective tweak to National Aeronautics and Space Administration’s formulation shows that the hottest year on record in the United States indeed was back during the Dust Bowl days. But does this mean that all the concern about global warming being a relatively recent phenomenon tied to carbon-belching power plants and hulking SUVs is a bunch of Al Gore hooey? Source.

President Pervez Musharraf had agreed to resign from his position as army chief in a power-sharing deal with former prime minister Benazir Bhutto, the exiled former leader said in an interview published today. UK - Any adult caught carrying a gun should get the minimum sentence under supposedly tough laws brought in by Labour three years ago. But a clause in the Act allows judges to ignore the requirement if they believe there are “exceptional circumstances”. In the first two years of the Act coming into force, an alarming 80 per cent of offenders have been let off with lighter sentences. Critics last night said the revelation makes a mockery of Labour’s tough rhetoric on gun crime, and slammed the courts for doling out soft penalties. Retired judge Keith Matthewman, QC, said: “It is a dreadful indictment of the Government and legal system in this country. People who are carrying guns know perfectly well the punishment is not going to fit the crime. “It shows a complete and utter weakness in the courts. The general public are being let down by the Government, let down by the police and let down by the judges.” Source.

Just the other day I was banging on about the ratbags that seem to think they have the right to trash our cities and do whatever the hell they want to here in Australia. Well, it looks like it’s a common trend amongst the young over in New Zealand too.

Students have claimed heavy handed tactics by police exacerbated the riots in Dunedin over the weekend. Police were pelted with bottles, drunken students set fire to cars and mattresses, and 69 arrests were made between 7pm on Friday and 7am yesterday. Today a Dunedin police spokesman said the city had been quiet overnight. “I guess they’re all sleeping it off,” he said. The rioting was centred in the heart of the student area of North Dunedin and took place in the wake of the student Undie 500 car race from Christchurch to Dunedin. An Iraqi man saved the lives of four U.S. Soldiers and eight civilians when he intercepted a suicide bomber during a Concerned Citizens meeting in the town of al-Arafia Aug. 18. The incident occurred while Soldiers from 3rd Squadron, 1st Cavalry Regiment, were talking with members of the al-Arafia Concerned Citizens, a volunteer community group, at a member’s house. “I was about 12 feet away when the bomber came around the corner,” said Staff Sgt. Sean Kane, of Los Altos, Calif., acting platoon sergeant of Troop B, 3-1 Cav. “I was about to engage when he jumped in front of us and intercepted the bomber as he ran toward us.
